As the nation copes with the excess disease burden caused by smoking – both direct and secondhand, public officials seek policies to mitigate the health and financial impacts of tobacco. Aside from tobacco’s obvious impact on Medicare and Medicaid expenses, PricewaterhouseCoopers determines that $1 of every $4 spent by private health insurance payers in 2009 will actually represent cost-shifting from the uninsured and underpayments from government health insurance programs.
